Tuning question Car came from TEXAS and Is now in Illinois

I just bought a blown fox body, that originally was from TExas and that is where the tune was done. It's now running a little rougher here since I bought it.

1st- Do I go for a dyno tune here in chicago to adjust and compensate for the climate change here and temps?

2nd - When depressing the gas, it kinda wants to die, the car is running very rich, and has plenty of fuel. Is that a sign when you press the gas and it hesitates, and kinda almost wants to die out a sign of way to much fuel.
It's more like a studder, this also applies while driving. When you press the gas and let out the clutch it kinda bogs, then you tap the gas again, and she is good to go.

3rd- What would be a good air fuel ration on a 306 forged, with t-trim, and heads, cam, well basically the works. The previous owner built it, and said A/F was at low mid elevens.

Any advice would be great.

1. No need to compensate of climate change, the eec will do that for you.

2. Sounds too rich for sure.

3. Low mid 11's at WOT is a good safe a/f.

I'd suggest hunting for vacuum leaks. You might also try disconnecting the battery for 30 mins and see if it suddenly gets better. If so, you get to take it to a new tuner...
