Anywhere in the Seattle/Tacoma metro area will require a tailpipe emissions check and both cars will require a visual inspection to assure that all the emissions stuff is in place before getting licensed. Washington is also talking about adopting California emissions standards (read: MUCH stricter) in the very near future. As it stands now, any car older than 5 years and newer than 25 years old requires an emissions check every two years.

Your 351 car is screwed for sure. If your 90 is stock, you should be fine.

 

They don,t look at anything if pass smog test you would be fine.

 

When you bring a car in from out of state, they do a visual inspection. If you fail, they do a visual inspection before granting a waiver. I had a customer last week that was denied a waiver due to having a cold air intake on his Integra. Any deviation from factory emissions equipment can be the basis for denying tabs. These are facts, not heresay.

Bascially, King, Pierce, Snohomish, and one other i cant remember require emissions. Thurston does not. But chances are your not going to live in thurston, that is a good 45 without traffic, which I-5 that will NEVER be the case. Unless you can get an address in thurston county somehow i dont see any other option for you other than keeping it registered in GA and just doing your registration by mail as an out of state resident. thats what i had to do for my cobra and they didnt ask questions.

And FWIW if you go to the emissions testing place by Mcchord AFB, they do a visual if they are going to issue a waiver. This is what made me do an out of state registration with Missouri. I had everything on my car, cats, etc and they wouldnt issue a waiver because i had a cold air intake. So i told them to F off and went to my home of record and used my parents address and did everything by mail.

 

Kitsap County has ZERO testing...Seattle is just a ferry ride away, and once the Light Rail is completed, It's a very stress free commute....and property in Kitsap Co. is WAY cheaper than King/Pierce/Sno

I just bought a 95 gts from a guy in king county and had it titled in everett (snohomish co) on 24 April 09. The car was from New Mexico. Paid the lady for the title and plates and was on my way. No checks!

 

I didn't get a waiver on my 87 xr4ti because it had a k&n cone air filter, not even true cold air system. Needless to say I left two fat tracks outta there and went to the station in tacoma and told them if they could find me a stock air box because the one I had was rusted through than I would put it on the car, the lady understood where I was comming from and gave me the waiver.

 

What about alternative fuel, E85? My 91 stroker is E85 and the 90 could be very easily.

 

Good luck finding E85 around here. Stations that have it are very few and far between. We had a hell of a time getting it for our FSAE car, granted that was in '04, but I don't know that E85 availability has expanded that much since then.

 

Ahh yes. Welcome to the socialist state of Washington. King county is by far the worst. I agree though. Once the WSP clears you and "accepts" your vehicle into the state you can run just about anything though every two years without visual inspection as long as its running clean. Another benefit of being outside King and Pierce is that you wont have to pay RTA tax and some other taxes every year. They are not cheap something like 60 bucks on my mustang. Don't even get me started on boat licensing tax. Almost a grand a year.....
