Bascially, King, Pierce, Snohomish, and one other i cant remember require emissions. Thurston does not. But chances are your not going to live in thurston, that is a good 45 without traffic, which I-5 that will NEVER be the case. Unless you can get an address in thurston county somehow i dont see any other option for you other than keeping it registered in GA and just doing your registration by mail as an out of state resident. thats what i had to do for my cobra and they didnt ask questions.
And FWIW if you go to the emissions testing place by Mcchord AFB, they do a visual if they are going to issue a waiver. This is what made me do an out of state registration with Missouri. I had everything on my car, cats, etc and they wouldnt issue a waiver because i had a cold air intake. So i told them to F off and went to my home of record and used my parents address and did everything by mail.
