You have to pull the steering wheel to install a new clockspring. Remove airbag (disconnect battery first!), remove steering wheel nut, use steering wheel puller to remove steering wheel (tapered press fit, sometimes they pop right off, most times not), disconnect and remove old clockspring.

thanks. i ended up buying a 88 tilt steering column with no airbag wheel. i'm gonna try and install this. inspection station said once steering wheel with airbag is gone and light removed i'll be good.

how are you going to clear the airbag code once you install the 88 column?

OK, for the record what you're doing may be against Federal Law but it's your choice.

You need to disconnect the air bag diagnostic moninitor and the bulb. Otherwise the diagnostic monitor will beep.

On a '92 you can disconnect the diagnostic monitor and remove the shorting bar between pins 4 & 5 on the gray connector and you're done.

I do not have '91 schenematics but is should be similar. But from http://www.veryuseful.com/mustang/tech/airBag/images/airBagSchem1990.jpg

It looks the same in that reguard.
