Where is the best place to mount it I have always heard that it should go before the throtle body, fairly close to it and after the mass air meter and intercooler

I have friends that mounted theres before the intercooler, is one location better than the other?

I've always heard to mount it before intercooler, about 8" from the turbo. This is supposed to prevent any compressor surge. And I would think you would want it before the Mass Air since the Mass will see a certain amount of air and then that air is suddenly gone and didn't make it to the motor, it seems that there would be problems there. Just my $0.02.

because the air that passes through the mass air is measured and that info is passed on to the ecu which then calculates the amount of fuel to run...if that air escapes to the atmosphere after the mass air....ud be running rich...if this is true with the eclipse's and 3000 gt's...im not sure, but perhaps their blow off is re-routed into the intake charge....most likely the case.
