I was at the post office today and it went from a grinding sound to an all out squealing and I started seeing smoke from under the car. Is $250 about right for parts and labor?

Yup

$250 seems a pretty good number, if you can find somebody to do it for that.

Are you sure it's the TOB? It shouldn't SMOKE unless it's WAY gone.

Labor to do a TOB will be the same for a clutch replacement. While you're in there, do it all: Clutch, pilot bearing, throwout bearing, clutch cable, pivot ball maintenance and clutch fork maintenance/replacement (pivot ball and clutch fork just need to be checked for acceptable wear and tear).

You'll spend about $300 in labor for all that. Parts vary, but a clutch is around $160 and up, TOB is around $20-30, same as pilot bearing, clutch cable and quadrant are about $90-120, and the fork and pivot ball, you'll have to check on.
