The temperature switch in the "list of things to get" on Smithmonte's site says 198-189 degrees Fahrenheit . Does this mean that the temp switch will close the circuit at 198 degrees, and remain closed until the temp goes below 189 degrees, AND THEN, the switch will keep the circuit opened until the temperature gets back up to 198 degrees?

All temperature switches must have some hysteresis. If they didn't, the device they operate (fan) would "chatter" right at the trip point. Your home thermostat does the same thing, so as not to short cycle your AC compressor.

Also, t-stat sets the lower temp limit at 180, temp switch sets the upper temp limit at 198/189. Temp switch hysteresis must be above t-stat or fan will never turn off. 189 is close enough to 180. Above 45 mph, the fan may never need to turn on at all.
