I want to get a block heater that replaces one of the freeze plugs and I would like to know where I could get one and how useful they are etc etc

Does it go below -10 C? If not, you don't need one. They tend to rot out and leak a lot more than frost plugs.

28 degrees still wont freeze the coolant.

It was a dealer installed option on some Mustangs. Mine has a block heater that replaces the freeze plug in it. I never use it since the car is put away in the winter.
