I have seen a few short blocks with what looks like painted lifter valleys. What is up with this. Is it paint. And what does it do?

LIFTER VALLEY

IT IS PAINT .I GET IT FROM DELCO REMY IT IS USED TO PAINT THE ARMATURE IN THE STARTER WINDINGS. IT LEAVES THE SURFACE REAL SMOOTH.AND IT RESIST OIL.

I belive it's called Glyptol (?) and helps the oil drain back easily. Non stick as mentioned. Mine's done both in the lifter valley as well as the timing cover area.

Do you think it helps? I am going to start to assemble another motor, And want to try some things with this one.
