i just put a little on the outside edge of the cap where it sits on the block. i feel its good good practice and doesn't hurt anything.If you've got a PCV set up, that functions right you don't need an evac system.
You wouldn't need to remove pan to install crank sleeve and new rear main seal, hadn't heard of putting RTV on rear main cap, but if it's not leaking from there may not be necessary.
