Art of performance in Fresno is the only shop I have heard about that does dyno tuning, I'm not sure about custom builds though. Gross and Stevens in visalia is a good suspension shop. I'm not sure about engine building/ general shop though. I do use smith auto in visalia for all the machine work I need and never had any issues, good prices too.
