I have a 2001 Mustang GT with an On3 turbo kit. The current exhaust was put on by the previous owner and just isn't deep or grumbly enough. What would exhaust would offer the best sound/performance balance?

Youre not going to get a deep grumbly sound out of a turbo. The turbo works as a muffler and it seems the bigger the turbo, the more of a muffling effect it has. I have cheap summit racing stainless straight thru mufflers. Work great, sound good, dont break the bank. With the turbo removed, they are extremely loud.

Run whatever muffler you like the sound of. The flowmaster or spintech (chambered) will still somewhat give you the classic mustang sound, but it's gonna cost you a little power vs a straight through design. There's science behind "why not to use a chambered muffler" but for a street car it dosent matter a whole lot. If it's a race car deal, you exhaust will be sticking out the front bumper and have no room for a muffler.
