Working on a blown 2000 4.6 and would like to add an aftermarket rev limit to pull spark instead of factory pulling fuel. What all is out there? Looks like X2C for $800 but would like cheaper options. Will one of the MSD 7 plus' do it?

If Im not mistaken most tuners can do it through the use of a chip.
When a tuner does it they just set the rev limiter higher. It still pulls fuel instead of spark.

He wants to pull spark instead of fuel to save the car from a lean condition.

Uh - that's not good. My rev limiter is set @ 7000 rpms vs. the factory setting of 6200.

I only have it that way because I have a very safe dyno tune and I've got cams and springs that allow me to take advantage of it.
